Health Law and Governance
Reviews health system laws and supports parliamentary engagement by working with Member States to realize their health priorities and strengthen their health systems through context-specific use of legislation and governance arrangements.

The Health Law and Governance (HLG) unit supports Member States to strengthen legal frameworks for health to realize national health system priorities and national health strategies. HLG also works to strengthen parliamentary engagement across the Asia-Pacific region by supporting parliamentarians to leverage their role in government to shape health priorities and drive actions at the global, regional and national levels.

This is accomplished through:

  • Working with Member States on context specific legal frameworks for health by providing technical assistance to countries on the design, implementation, and evaluation of legislation and governance mechanisms that help Member States realize their health system priorities and national health strategies.
  • Supporting national, regional and global health security and pandemic preparedness by developing example laws and other documents for every stage of the law review and reform process to manage health risk from community level through serious risk, health emergencies and national disasters.  This includes the planning, data, human rights protections and multisectoral responses required to successfully implement.
  • Working with parliamentarians to build political will, strengthen capacities, and foster collaboration through the Asia-Pacific Parliamentarian Forum on Global Health (APPFGH), to leverage their unique functions to enact legislation, approve health budgets, lead and represent their constituents and ensure accountability for domestic and global health policy commitments.
