Health Policy and Strategy
Supports Member States to develop and implement policies, strategies, and plans to strengthen governance, financing, and health workforce to ensure access to essential services without financial hardship.

The Health Policy and Strategy (HPS) unit supports Member States to develop and implement policies, strategies, and plans to strengthen health system governance, financing, and health workforce to ensure access to needed essential services without financial hardship . The unit works toward health systems where all people and communities can access quality health services when and where they need them.

This is implemented through:

  • Advancing universal health coverage (UHC) by facilitating high-level multisectoral policy dialogue, providing strategic advice and technical assistance, and supporting national planning processes to accelerate progress toward quality, efficient, equitable, accountable, and resilient health systems.
  • Strengthening health financing by supporting countries to develop health financing strategies and policies, strengthen health financing data and evidence, and improve financial protection mechanisms.
  • Supporting health workforce development by helping countries develop health workforce policies and plans, improving workforce data and evidence, strengthening regulation, and aligning health professional education with population needs.
